Open Question: I want another dog but first I have to prove to myself and my parents that I can handle one?

Ok So I really want another dog. But, I know I have to have my first dog completely trained before I know I will be ready for one…..and before my parents will actually take me seriously about getting another dog. So here are the problems. She barks ALOT!! and if the doggy door or the regular door is open she will run outside and “chase” the other dog. By “chase” I mean the hair on her back raises up and she follows the dog, braking at it. I need to make her stop barking and chasing after dogs but I dont know how. Also we had an invisible fence(because our bacyard is backed up to a golfcourse so fences arent allowwed) but it broke and so we have to get it fixed. But in the meantime, my dog knows it isn’t fixed so we cant trust her out alone in the yard because she runs off. This is really embarrasing especially because we have neighbors that are very strict on the rules of all dogs having to be on leashes. So I need to train her to stay in the yard when another dog comes by and I need to train her to stop barking. (The barking is OK but her getting out of the yard has to be stopped) but I don’t know how to train her to do this….does anyomne have any ideas?? Help me pleases and thank yous!!!!
