Open Question: How do I stop my dog from pulling on the leash when positive training methods don’t work.?

I have tried the method of stopping and ‘becoming a tree’ so to speak (or reversing my direction) when my dog pulls and it does help a little bit with the pulling. The problem is, after months of doing this we still can’t take a walk around the block without having to stop many times. Shouldn’t this be working better by now? I would just like to be able to walk my dog like other people and not have her pulling on the leash constantly. Is there another method that works? I also walk with treats and she stays perfectly by my side as long as she gets treats. I don’t see other people constantly have to feed their dogs while walking.
