Open Question: How can i convince my mom to let me get a puppy?

When I was younger I had a puppy, but he was very difficult to train and my mom and dad just didn’t want to keep him so we sold him after only 2yrs. I was heartbroken! It’s been plenty of many of years since then and I really want another puppy. And I’m older, and much more responsible. Plus, with my brother going off to travel and my mom working crazy hours all the time, I’ll be alone in the house(until I get a job, which I am also working on at the moment). It’d be nice to get a puppy to keep me company and to take place of my bro haha. AND my birthday is coming up(19 WOO!), I should get a dog for my bday even if the money’s gonna come outta my pocket! So, I’ve been looking for inexpensive puppies and surprisingly have found super awesome deals. They are all legit and I’ve been doing a lot of research on certain dogs and trying to figure everything out to ensure my mom that things could work out. My mom just doesn’t want to say yes to me about it. I know she loves dogs(she had 12 dogs when she was a kid! TWELVE!) and she did say once that “if we could afford it then ‘yes.’” Obviously, I’ve found ways to be able to afford one! What should say to my mom to definitely convince her to let me get a puppy?! I’m terrible at wording things, which is probably why I keep failing at my arguments with this!(not in school, have people that can watch the dog while I’m at my part time job once i get it, I have absolutely EVERYTHING figured out, even a place to move to that allows dogs.. absolutely everything is set… the only thing i’m missing is a ‘yes’ from my mom)
