Open Question: help with a heeler mix with a lot of behavior issues.?

we got louie at the pound a month ago. he was obviously abused and neglected. he acts very submissive. we’ve been trying to work with him on a variety of issues. he has not responded well to the standard method of dog training. he’s got all kinds of quirks. we have to put him outside so we can put our shoes on. he trys to bite the shoes off of you. you can’t touch his collar or pick him up with out a freak out. he doesn’t really snap it’s more of a gnaw, but he looks convincing enough. he’s very clingy and wants to be on top of you all the time. if you pet him for a minute he gets psychotic if you stop. the only reason we chose him is he let our kids poke, pull and prod him at the pound meeting area, they love him and they are nice, but they are little and you gotta learn to deal with a few pulled tails he has started that gnaw thing pretty badly suddenly with the kids now. his behavior has been on a slow decline since we got him, he was a little sick when we got him so now that he has energy and is comfortable with us his true and dare I say annoying behavior is shining through. we don’t want to get rid of him, but I don’t know if petsmart obedience classes are going to do it, we don’t have a lot of extra money for private training either. he’s pretty small and I’m not that concerned for the kids, but if actually bites I suppose we would have no choice but to get rid if him. any ideas?
