Open Question: Can you train a German Shepard while young to not climb or jump the fence?

Im not sure if anyone has had this problem but ive known people who have owned large size dogs of many breeds and some are pretty intelligent enough to figure out how to climb or jump a fence.Im looking into getting a large dog, as an exercise companion and family dog. I dont have the money for a taller fence to be put up, and im not sure how much that would cost but i know it depends on how much fence you need but i was wondering if there is a way to train a dog at a real young age to maybe avoid touching the fence or to walk it so it makes a trail near the fence that it can follow, cause i could of sworn ive heard it possible to do just not sure if it works and im sure if a dog is stuborn there is nothing you can do about it. I have a very sturdy 5 foot fence and thinking of adopting a German Shepard pup there is one that is 15wks old and one that is 10 months old, im more interested in the 10 month old cause she has been well socialized, good with kids, and good tempermant while the 15 wk old has not been given time by the owner for such things and thats why she is looking for someone to adopt. This dog will mainly be inside the house, put out side to do it business and be exercised very often, and never put on a chain cause i cant stand to see dogs done like that, but besides getting a chip for her, i also want to try and train her the best that i can to keep her from being tempted of maybe getting over the fence cause it faces a street, no other dogs on other sides to tempted her of going over i have elderly neighbors who don’t own dogs but she will have a chihuahua companion.Just wondering if someone could give me some insight on training or if there are obedience trainers or classes that will teach that.—TO ADD: I will most likely get a taller fence installed once i find out price range so i can save up for it. I have a good size yard.
