Before you do, you could also try a good shampoo with Sulfadene. You need to wash the areas he's attacked and coat the skiin with cortisone ointment or cortisone spray 10% that they sell for animals. You could also get kennel dip and put it into solution and wet him down good. Honestly, I'd take him to the vet. He could have something down there that is bugging him and he's trying to get rid of. It's possible he has some kind of bug down there beside a flea. If he's not on flea medication however, I'd recommend putting him on Front Line or some other kind of flea medication. But yes, defenietely take him to get checked out. He's not dumb he's either got sensitive skin or allergies or fleas and mites. The hot spots can become infected and are a constant irritant. The vet can check for the above problems and give you allergy pills if that's the case. If he’s scratching that bad you should take him to the vet.
